Het wordt begrensd door het Qena-gouvernement in het noorden, door het Aswan-gouvernement in het zuiden, door Al-Bahr Al-Ahmar (Rode Zee) in het oosten en door het New Valley-gouvernement in het westen.<\/amp-fit-text><\/p>\n\n\n\n<amp-fit-text layout=\"fixed-height\" min-font-size=\"6\" max-font-size=\"72\" height=\"80\"><h2 class=\"wp-block-heading\">Geschiedenis van het gouvernement<\/h2><\/amp-fit-text>\n\n\n\n<p class=\"wp-block-paragraph\"><amp-fit-text layout=\"fixed-height\" min-font-size=\"6\" max-font-size=\"72\" height=\"80\">Het belang van de stad begon al in de 11e dynastie, toen Luxor de hoofdstad van Egypte en de glorieuze stad van god Amun werd. Beginnend met Montuhotep II, die Egypte verenigde na de problemen van de eerste tussenliggende periode, begon de stad een belangrijke politieke en religieuze rol in het land te spelen. De glorie van Luxor duurde lang tijdens de farao&#8217;s van het nieuwe koninkrijk.<\/amp-fit-text><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><amp-fit-text layout=\"fixed-height\" min-font-size=\"6\" max-font-size=\"72\" height=\"80\">Later verdeelde Muhammad Ali, die in 1805 over Egypte begon te regeren, het land in directoraten. Een van deze directoraten heette Girga, of Opper-Egypte. Dienovereenkomstig had dit directoraat een aantal steden, waaronder Mishta en Qena, in het noorden; en Esna, in het zuiden.
